Many federal program managers say their agencies are giving high priority to green issues. Greening government was identified as a top federal initiative but it is still in the early phases of implementation. The Director of Government Business Council states, 
“The groundswell for green government appears to be strong and building.” Congress has become increasingly aggressive about pushing agencies to adapt more environmentally friendly management and procurement practices as the cost of oil rises and the issues of climate change move towards the forefront of the national policy agenda. There are a number of executive orders dealing
with green practices and contractor compliance issues. Green contractors are given preference whenever possible. GSA is spearheading the federal government’s green portfolio and has made it a top priority. They spend 25% of the government’s procurement dollars and aim to assist governments with their goals.
